angular Export of name 'ngForm' not found!

I am attempting to set up a basic login form. However when I at the ngForm variable on the form tag like this:

<form #userlogin="ngForm">

I get the error:

What on earth am I doing wrong? Every tutorial, training site and example does it this way, but I cannot find any information on this specific error message. Please help.
